Thomas Fuller Ogden


As Managing Director of Loftec Holdings, L.L.C., Mr. Ogden oversees the company’s operations, and implements and develops its strategic business plans.  He is a member of the State Bar of California, licensed to practice federal law as well as California state law.  In addition to being admitted to practice law before all California courts, Mr. Ogden is also admitted to practice law before the United States Court of Appeals for the Ninth Circuit, the United States District Court for the Central District of California, the United States District Court of the Southern District of California, the United States District Court of the Eastern District of California, the United States Tax Court, and the United States Immigration Court.  In addition to his duties at Loftec, he is also a partner at the law firm of Ogden and Fantauzzi, L.L.P., focusing his practice in the field of tax law. 

Mr. Ogden is currently Vice Chairman of the Los Angeles County Bar Association’s Young Tax Lawyers, and has been involved with the Tax Court’s Pro Se Program.  Mr. Ogden has lectured on tax law developments at California State University, Los Angeles, and at California Certified Public Accountant events.  In addition, Mr. Ogden has written for the California Tax Lawyer magazine.  Mr. Ogden received a Bachelor’s Degree in East Asian Studies from the University of Virginia in 1998.  Mr. Ogden lived in China and Taiwan for over seven years and is fluent in Mandarin Chinese.    Mr. Ogden graduated “With Distinction” from the Federal Income Taxation L.L.M. program at Loyola Law School, Los Angeles, where he also received his Juris Doctor degree.

Mr. Ogden practiced criminal and civil tax controversy law at the firm of Hochman, Salkin, Rettig, Toscher & Perez, located in Beverly Hills, California.  Mr. Ogden also worked for KPMG’s Los Angeles International Corporate Services group, providing cross-border transactional consulting services to both domestic and foreign multi-national companies.

Jerome C. Ogden

Mr. Ogden has spent a career providing expertise to businesses seeking to achieve successful results within China.  In addition to over 13 years of private sector Chinese consulting work, he has over 23 years of experience representing the U.S. government in its dealings with greater China, 11 of them in the senior ranks of the career U.S. Foreign Service. 

He was among the first U.S. diplomats sent to Beijing in the 1970s to serve in the U.S. Liaison Office, prior to establishment of normal U.S. - China diplomatic relations.  In 1975, he worked directly with former President George H.W. Bush, then U.S. Envoy to China, helping to move both nations toward normal relations. In 1979, he received a Superior Honor Award from the Secretary of State for his work on US-China normalization, and thereafter he was Chief of the Economic Section of the State Department's Office of Chinese Affairs, where he received another Superior Honor Award for his division's work on completing the framework of commercial and financial agreements that still govern many aspects of U.S. economic relations with China. Between 1981 and 1983, he served as Consul General in Guangzhou, promoting American trade and investment in South China. He then served from 1983 to 1986 as the Deputy Director of the American Institute in Taiwan, the unofficial American "embassy" in Taipei.  From 1986 to 1991, he served in various capacities in Washington, including Deputy Assistant Secretary of State.  He retired from the U.S Foreign Service in 1994 after service as U.S. Consul General in Shanghai. 

Since 1994 Mr. Ogden has provided consulting services on several cooperative ventures between American and Chinese firms, including projects involving General Electric, Westinghouse, Honeywell(then Allied Signal), DuPont and Mallinckrodt Chemical.  He now lectures in international relations as guest Professor at Shanghai International Studies University School of Law, while concurrently remaining involved in US-China investment projects in the Yangtze Delta as Senior Consultant with Loftec.  Mr. Ogden is a current member and former Governor of the American Chamber of Commerce in Shanghai. He also serves on the Investment Advisory Board of the City of Jiangyin, China.

Mr.Ogden was born in Cornwall, New York, and is a graduate of Dartmouth College (Bachelor's) and of Harvard University (Master's.)  He is fluent in Mandarin Chinese.

Millie Luong

As Financial Director at Loftec Holdings, L.L.C., Ms. Luong advises the company and its clients on project specific business due diligence/valuation issues. Ms. Luong has spent over a decade designing economic and business models for hedge funds, Fortune 100 companies as well as numerous successful Silicon Valley Companies through her consulting work at BCG ValueScience Center (now acquired by Boston Consulting Group), and BARRA, Inc (aquired by Morgan Stanley). In addition to her duties at Loftec Holdings, L.L.C., Ms. Luong has launched her own successful international electronic funds debit card business. 

Ms. Luong holds a Bachelor of Arts Degree in Economics and Psychology from UC Berkeley.  In 1997, Ms. Luong developed a proprietary economic model that correctly predicted the Exchange Rate Adjustment in the Country of Vanuatu in 1997. The results of Ms. Luong’s proprietary economic model are preserved in the archives of the prestigious UC Berkeley McNair Journal.   In 1998, Ms. Luong was selected as a Fulbright Scholar to conduct research on different economic household bargaining power, decision models, and the impact of national health policy in Western Samoa.  Ms. Luong is fluent in Cantonese, Bislama, and French, and speaks Mandarin Chinese.
